My brother is an MP in the Army and he put a requests for COT after he finishes his tour in Korea.?

He got assigned at a Ft. back in the US and he was happy with that since he found out his fiance was pregnant but now he found out they changed his assigment to Germany. My question is can he cancel the COT and be assigned back to the Fort in the United States???
